The African Democratic Congress (ADC) governorship candidate in Anambra State, John Chuma Nwosu, has declared that his administration, if elected, will transform the governance structure of the state using advanced technology and a compassionate leadership model. He made this bold commitment while inaugurating the John Chuma Nwosu Governorship Campaign Council (JCN-GCC) during a weekend event at the party’s campaign headquarters in Awka.
Nwosu gave a compelling speech that painted a clear departure from the existing governance pattern that, according to him, thrives on intimidation and physical enforcement in matters of security and revenue generation. He strongly criticized the brutal treatment of citizens, warning that Anambra must never again be a place where residents are manhandled in the name of governance.
Modern and intelligent security systems will form the backbone of his administration's approach to crime fighting, he explained. Nwosu detailed a plan to deploy high-tech surveillance across the state, including artificial intelligence systems embedded with facial recognition capabilities. These would be monitored from a central Command and Control Centre, providing real-time response mechanisms to detect and deter criminal activity almost instantly.
He stressed that the presence of thugs and rogue enforcement agents will be eliminated under the ADC government. His administration, he said, will replace archaic enforcement methods with refined digital frameworks that guarantee safety without infringing on the rights and dignity of citizens.
As he introduced his flagship policy framework known as the SHEEMS Agenda, Nwosu broke down the plan into six focus areas: Security, Health, Education, Environment, Markets and Social Welfare. Each sector, he said, would be treated with a blend of technological innovation and a deep sense of human empathy.
Security will not be the only aspect of the administration to benefit from digital transformation. Healthcare, another key pillar of the SHEEMS strategy, will receive significant investments in modern equipment and accessible programs centered on Primary Health Care. Emergency Medical and Transport Services will be developed to provide swift and efficient care to citizens in critical need.
The educational system will also witness a total overhaul, with a focus on the STEM model – Science, Technology, Engineering, and Mathematics. According to Nwosu, this would prepare students to compete globally while preserving academic excellence in national exams such as WAEC and NECO. He added that emphasis would also be placed on character development and practical learning.
Nwosu promised to revive and modernize Anambra’s infrastructure with a dedicated Road Maintenance Department, modeled after the old Public Works Department (PWD). He referenced the Anambra Integrated Development Strategy (ANIDS), which was used by former governor Peter Obi to achieve outstanding progress and international recognition through the Millennium Development Goals.
Market policies under his government will shift away from aggressive taxation. Nwosu emphasized that excessive levies on traders and small business owners are counterproductive and hurt economic growth. His revenue generation strategy, he said, would involve deploying automated systems that remove middlemen and eliminate the use of coercion in tax collection.
The social welfare component of the SHEEMS Agenda speaks directly to the vulnerable population in the state. From housing assistance and healthcare support to food distribution and aid for the elderly, Nwosu presented a detailed vision of a responsive government that takes care of its people. His plan includes support for orphanages and indigent children, as well as supplementary income for aged citizens to ensure they live with dignity.
A key message that ran through his address was the belief in building people before building structures. He maintained that if a society is not grounded in human development, then infrastructure investments are likely to collapse under the weight of social dissatisfaction.
Nwosu concluded by urging Anambra residents to join the movement for a redefined governance experience. He promised a government that will be emotionally intelligent, people-centered, and built on mutual trust. The state, he said, will no longer be divided between government and the governed, but rather united in a shared mission for inclusive progress.
With this bold presentation, John Chuma Nwosu is seeking to change the political landscape of Anambra by offering a smart, humane, and technologically driven alternative to traditional governance models.
